നേരിട്ട് സംഭരിക്കപ്പെടാതെ പോകുന്ന മഴവെള്ളവും, കൃഷിക്ക് ഉപയോഗിച്ചതും, തറയിലേക്ക് വലിച്ചെടുക്കപ്പെടുന്നതുമായ ജലമാണ് ഉപരിതല ജലം. മഴ പെയ്ത ശേഷം ഇടവിട്ടൊഴുകുന്ന അരുകികളില്‍ നിന്നും, ചതുപ്പു പ്രദേശങ്ങളില്‍ നിന്നും ഒഴുകിപ്പോകുന്ന മഴവെള്ളത്തെ കുളങ്ങളിലോ, സംഭരണികളിലോ സംഭരിക്കുകയാണ് ഉപരിതല ജലസംഭരണത്തിനുള്ള മാര്‍ഗ്ഗം. ഇങ്ങനെ സംഭരിക്കുന്ന വെള്ളം പിന്നീട് ഗാര്‍ഹികാവശ്യങ്ങള്‍ക്കും (ശുദ്ധീകരണം ആവശ്യമാണ്), ജലസേചനത്തിനും, കന്നുകാലികള്‍ക്കുമെല്ലാം ഉപയോഗപ്പെടും. ഭൂമിക്കടിയില്‍ സംഭരിക്കപ്പെടുന്ന വെള്ളം തുറന്ന സംഭരണികളെ അപേക്ഷിച്ച് വെള്ളം ആവിയായി നഷ്ടപ്പെടുന്നത് തടുക്കും.
കാലാവസ്ഥാ വ്യതിയാനത്തിന്റെ സ്വാധീനം
വരള്‍ച്ചയുള്ള സമയത്ത് ജലസംഭരണികള്‍ നിര്‍മ്മിക്കുമ്പോള്‍ സിമന്റ് കുഴക്കാനായി ഉപയോഗിക്കുന്ന വെള്ളം കലക്ക വെള്ളമായിരിക്കും എന്നതിനാല്‍ സംഭരണിയുടെ ബലക്ഷയത്തിനു അത് കാരണമായേക്കാം. കാലാവസ്ഥാ വ്യതിയാനം കൊണ്ടുള്ള കൂടിയ ചൂട് ജലസംഭരണികളില്‍ നിന്നും ബാഷ്പീകരണം കൂടുതലാകാന്‍ കാരണമായേക്കും, വെള്ളപ്പൊക്കം ഉണ്ടാകുമ്പോള്‍ നിര്‍മ്മിതികള്‍ക്ക് കേടുപാടുകള്‍ സംഭവിച്ച് വെള്ളം ഒഴുകിപ്പോകുന്നതിന്റെ തോത് വര്‍ദ്ധിച്ചേക്കാം. .
