The project area in Salyan lies in the upper hillsसाल्यान का परियोजना स्थल ऊंची पहाडिय़ों के बीच स्थित है. Problems specific to these areas regarding water are the absence of pipe-line water supplyइस क्षेत्र में पानी से जुड़ी सबसे प्रमुख समस्याएं हैं, drying up of existing streams and springsपाइप लाइन से जलापूर्ति की अनुपस्थिति, no potentials of bore well, and thereby high dependence on rainwater for drinking as well as agricultureमौजूदा जलधाराओं का सूखना और बोरवेल की कोई संभावना न होना. यही वजह है कि पीने तथा खेती दोनों ही तरह के कामों के लिए यहां वर्षा जल पर निभर्रता बहुत ज्यादा है. खेती के काम के लिए वर्षा जल पर निर्भरता के कारण यहां के लोग पानी की कमी वाले मौसम में केवल उन चीजों की खेती करने पर मजबूर हैं जिनमें कम पानी की आवश्यकता होती है. Dependence on in situ rain for agriculture limits the production of different agricultural products that require less water in the drier seasons and thus increases food insecurityइससे खाद्य असुरक्षा बढ़ती है. The degree of vulnerability is higher amongst the poorer section of the populationआबादी के गरीब तबके के लोगों में यह असुरक्षा बहुत ज्यादा है.

The proposed area in Dailekh is the area with the highest water hardshipदाईलेख का प्रस्तावित इलाका पानी की अत्यधिक कमी वाला इलाका है: it lacks drinking water and has poor hygiene and sanitationवहां पीने के पानी की कमी तो है ही साथ ही साफ सफाई की भी काफी दिक्कत है. The existing sources of water supply are spring sources located away from the village with very low dischargeवहां पानी का मौजूदा स्रोत एक झरना है जो गांव से काफी दूर स्थित है और उससे पानी भी काफी कम निकलता है. About six hours per day during the dry season and five hours per day during the rainy season need to be invested to manage their waterगांव के लोगों को बारिश के दिनों में रोजाना 5 घंटे जबकि सामान्य दिनों में रोजाना छह घंटे का समय पानी के जुगाड़ में खर्च करने होते हैं. Gravity-driven water supply is not possible in the areaवहां की सामाजिक आर्थिक स्थितियों के आधार पर स्थानीय लोगों को वंचित वर्ग का घोषित किया जा सकता है. The overall socioeconomic status of the households is a disadvantaged group, i.e. socially discriminated and economically poorआर्थिक रूप से भी यहां के लोग बहुत सक्षम नहीं हैं.

====Pilot landscapeप्रायोगिक परिदृश्य====

The WUMP 3R module can be applied in all types of physical landscapesडब्ल्यूयूएमपी का तीन आर प्रारूप हर तरह के परिदृश्य में लागू किया जा सकता है.

Following the theoretical development of the module, it will be applied in at least two VDCs in two districts, Dailekh and Salyan, in the midwestern hills of Nepalइस प्रारूप के सैद्धांतिक विकास के बाद इसे दो जिलों की कम से कम दो वीडीसी (ग्राम विकास समिति) यानी दाईलेख और साल्यान में लागू किया जायेगा. In this initial stage, the focus will be on areas where the water hardship is highestये इलाके नेपाल के मध्य पश्चिम में पहाडिय़ों में स्थित हैं. The 3R WUMP module will be piloted in areas where the local water needs for domestic and irrigation water supply cannot be met with the currently available water resources or where the society has an overall interest to capture as much water as possible (eशुरुआती स्तर पर उन जगहों पर ध्यान केंद्रित किया जाएगा जहां पानी की सर्वाधिक कमी है.gतीन आर वाला डब्ल्यूयूएमपी प्रारूप उन जगहों पर लागू किया जाएगा जहां घरेलू और सिंचाई कार्यों में पानी की जरूरत मौजूदा जल स्रोतों से पूरी नहीं हो पा रही है. source catchments of a major, inter VDC water supply project)यानी जहां समाज के लोग अधिकाधिक पानी एकत्रित करने की मंशा रखते हों.

====Pilot purposeप्राथमिक उद्देश्य====The objective of the 3R WUMP module is to increase the popularity of rechargeइस प्रारूप का उद्देश्य है पानी के रिचार्ज, retention and reuse उसके रिटेंशन और रियूज (The 3Rsबरकरार रखना और दोबारा प्रयोग करना) in operational waterके तीन आर को लोकप्रिय बनाना. यह काम जलवायु परिवर्तन की वजह से उत्पन्न दिक्कतों से निपटने के साथ-use planning in Nepal for climate change adaptation and improved water resources managementसाथ पानी के इस्तेमाल के नियोजन में भी नेपाल की मदद करेगा. इसके अलावा इससे जल संसाधन प्रबंधन भी बेहतर होगा. Despite relatively high rainfall patterns, the need for RWH and 3R is high, as the rainfall patterns are becoming more and more unpredictable and sources are drying upअपेक्षाकृत बढिय़ा बारिश के बावजूद इसकी जरूरत है क्योंकि बारिश के रुख केे बारे में कुछ भी नहीं कहा जा सकता है. Incorporating 3R in water management, using administrative boundaries, the HELVETAS SI approach will deviate from water buffer or catchment managementजल प्रबंधन में तीन आर को शामिल करते हुए प्रशासनिक सीमाओं का प्रयोग करते हुए हेल्वेतास एसआई हालांकि वाटर बफर अथवा कैचमेंट प्रबंधन से दूर रहेगा लेकिन यह जलवायु परिवर्तन से निपटने के क्रम में तीन आर प्रारूप को ध्यान में रखेगा और कैचमेंट के स्तर पर किसी भी हस्तक्षेप के असर को भी ध्यान में रखेगा. However, it will comply with the objective of the 3R focus on climate change adaptation and will take into account the effects of interventions on a catchment levelएक बात यह भी है कि यह गतिविधि प्रत्यक्ष अथवा अप्रत्यक्ष तौर जलवायु परिवर्तन के अनुकूलन की प्रक्रिया को प्रभावित करे या नहीं लेकिन निश्चित तौर पर यह स्थानीय समुदायों का समर्थन करेगी और स्थायी जल सेवाओं तक पहुंच और उसका उपयोग बढ़ाकर महिलाओं और वंचित वर्ग की आजीविका में सुधार करेगी. This application will be on the side of no regret actions in adapting to climate change, i.e. even if the activity may not directly and effectively support climate change adaptation, it will certainly support local communities and enhance livelihoods of women and marginalized groups by improving increased access to and use of sustainable water services.

Helvetas SI Nepal will work in close collaboration with RAINहेल्वेतास एसआई नेपाल आरएआईएन, the 3R consortium and the Rainwater harvesting capacity centre Nepal in developing and testing (with the VDCs) the module, as well as in setting up the trainingतीन आर समुच्चय और वर्षा जल संरक्षण क्षमता केंद्र नेपाल के साथ मिलकर इस प्रारूप का परीक्षण करेगा और इसे विकसित करने की दिशा में काम करेगा. इसके अलावा प्रशिक्षण की भी व्यवस्था की जाएगी.
